Safari doesnt have any built-in options for changing the default colour settings. It is possible to use a custom style sheet for Safari to display the colour settings of your choice.
This happens as recently as Safari 16.4. Its because your favicon fails to meet contrast requirements.
Safari does not offer a dark mode by default. Instead, you have to switch on dark mode in the system-wide settings, and this will force Safari to go dark too. However, it only affects the browser not the websites you visit.
