Needle nose pliers and slip joint pliers will also save a lot of time, getting through those thick ties in no time. Use these tools to twist a tie until it breaks.
Option 1: Use any cutting tool. The thicker the cable tie, the tougher the tool needed to cut through it. I've used angled tip cutters, wire cutters, medical-style shears (which are a lot cheaper than you might think), utility cutters, fancy Japanese-made EDC scissors, and some sweet Midwest metal-cutting snips.

All you need is a knife with a sharp tip. Instead of cutting through the cable, insert the tip of the blade into the head of the cable tie between the tape and the tab, known as the pawl. With the tip in place and the tab disengaged, pull the cable tie to loosen it and eventually undo the cable tie completely.
