There is nothing in Scripture that requires us to remain friends with people who treat us like dirt. Scripture does command us to treat them justly and lovingly but does not require us to keep them into our personal lives.
One of the more common interpretations of this phrase has been the idea of excommunication or banishment; if you violated the covenant laws, you were removed from the nation and made an outcast.
God spoke to Moses and explained why a person would be cut off, saying, Because he has despised the word of the Lord and has broken his commandment, that person shall be utterly cut off; his iniquity shall be on him (Numbers 15:31).
