IEEE Redline Versions of Standards is a type of standard in the IEEE Xplore Digital Library that shows the actual revisions made to an approved standard when a version changes.
What is a Redline document? A Redline document compares the current standard with the previous edition. It allows you to see any updates made at a glance, by highlighting in red, all the parts that were removed from the previous edition, and by highlighting in green the new parts that were added.
The answer to your question is that redline is an arbitrary number picked by the engineers that designed the motor as a SAFE maximum speed for you to rev the engine. The fuel shutoff limit is designed by the same engineers so you CANNOT rev the engine above their set RPM limit.
