Everything is so subjective you cant make a general rule. Which means these tips are not fail safe formulae! Too short or too long an outline is pretty much as bad as each other. An ideal length Ive found for my outlines is two pages or around 1,000 words.

How to Write a Script Outline in 6 Steps Start with a beat sheet. A beat sheet is a condensed version of your overall screenplay. Move on to index cards. Start writing a document, scene-by-scene. Describe actions and revelations. Insert dialogue as it comes to you. Use your outline as a tool.
Final Draft 13 and 12 offer a Beat Board-to-Outline Editor-to-Pages workflow that makes it easy to lay out the structure of a story on the Beat Board, move it to the Outline Editor to fine-tune when the scenes occur, and then move the outline content to the script pages to write from.
