A mutilated note is a note of which a portion is missing or which is composed of more than two pieces.
The Reserve Bank of India (RBI) has Introduced clan note policy in 1999, asking the banks do not pass on the soiled, torn, and scribbled notes to the customer and deposit the same to the RBI.
A note which gets dirty over time and is torn is called a soiled note and when the note is split into more than two pieces or is torn is called a mutilated note. Soiled and mutilated notes can be exchanged with new notes by the bank.
(a) In terms of Section 28 read with Section 58 (2) of Reserve Bank of India Act, 1934, no person is entitled as a right to recover from the Government of India or RBI the value of any lost, stolen, mutilated or imperfect currency note of the GOI or banknote.
Mutilated Notes Notes which are in pieces and/or of which the essential portions are missing can also be exchanged. Essential portions in a currency note are name of issuing authority, guarantee, promise clause, signature, Ashoka Pillar emblem/portrait of Mahatma Gandhi, water mark.
6.1. 1 Notes presented in small number: Where the number of notes presented by a person is up to 20 pieces with a maximum value of ₹ 5000 per day, banks should exchange them over the counter, free of charge. 6.1.
Rs 50 or above: One should have more than 80% of the note (single undivided piece) to get the full refund. If one has more than 40% and less or up to 80% (single undivided piece), he/she will get half of the value of note.
The cut in such notes, should, however, not have passed through the number panels. All these notes can be exchanged at the counters of any public sector bank branch, any currency chest branch of a private sector bank or any Issue Office of the Reserve Bank of India. There is no need to fill any form for doing this.
