The Office of Technology Assessment (OTA) was established to examine issues involving new or expanding technologies, to assess their impacts, to analyze alternative policies to avert crises, and for scientific expertise to match that of the executive branch.
OTA was abolished (technically de-funded) in the Contract with America period of Newt Gingrichs Republican ascendancy in Congress. ing to Science magazine, some Republican lawmakers came to view [the OTA] as duplicative, wasteful, and biased against their party.
Congress established the Office of Technology Assessment (OTA) as a legislative branch agency by the Office of Technology Assessment Act of 1972 (P.L. 92-484). OTA was created to provide Congress with early indications of the probable beneficial and adverse impacts of technology applications.
Technology assessment is the practical process of determining the value of a new or emerging technology in and of itself or against existing or competing technologies, using safety, efficacy, effectiveness, outcome, risk management, strategic, financial, and competitive criteria.
The four steps are: Understand the technologys potential. Identify employers who would hire the technology to get important jobs done. Assess how the technology could impact the market dynamics of other companies in the same value chain as those employers
