The Kyoto Protocol had failed to stem the flow of global emissions. Still further, the Kyoto Protocol failed to equate emissions reductions with economic opportunity and some countries grew to view mitigation as a costly punishment.
As the amount of time, energy, and resources poured into the ongoing negotiations over Kyoto has not decreased over time, this inefficiency poses costsboth real and opportunityto global efforts at reducing climate change. In this sense too, therefore, Kyoto has failed.
What is the difference between Montreal and Kyoto Protocol? While the Montreal Protocol was established to phase out substances that deplete ozone, the Kyoto Protocol was set in place to reduce the emissions of greenhouse gases, with the exception to ozone depleting substances.
The Protocol to the United Nations Framework Convention on Climate Change (the Kyoto Protocol) was adopted at the third session of the Conference of the Parties (COP 3) in Kyoto, Japan, on 11 December 1997.
Perhaps because of its lack of worldwide support, the Kyoto Protocol has been limited in its success: greenhouse gas output has increased since 1997, not decreased. Despite not meeting its goals, Kyoto has been docHub as a symbol. It was the first step in the process to combat global warming.
U.S. History with the Protocol The Senate also balked at the agreement because it excluded certain developing countries, including India and China, from having to comply with new emissions standards. Bush administration Similar objections to the Kyoto Protocol were why the Bush administration refused to sign.
That protocol legally bound developed countries to emission reduction targets. However, the agreement was widely believed to be ineffective because the worlds two top carbon dioxide-emitting countries, China and the United States, chose not to participate.
In short, the Kyoto Protocol operationalizes the United Nations Framework Convention on Climate Change by committing industrialized countries and economies in transition to limit and reduce greenhouse gases (GHG) emissions in ance with agreed individual targets.
