The Function Lock is enabled/disabled by pressing the Escape key (on the top row next to the F1 to F12 keys) and Function key (on the bottom row next to the Windows button) together like a toggle switch. As you can see, on the Dell XPS 13, the Esc key has a tiny lock icon to indicate the Fn Lock.
Turn off the scroll lock on Windows computers One of the most common reasons you may not use the arrow keys is you've turned on the scroll lock. Look for the scroll lock button on your keyboard to see if you've enabled it. The button usually lights up. Press this button to disable it.
To use the arrow keys to move between cells, you must turn SCROLL LOCK off. To do that, press the Scroll Lock key (labeled as ScrLk) on your keyboard. If your keyboard doesn't include this key, you can turn off SCROLL LOCK by using the On-Screen Keyboard.

Using an External Keyboard: From the external keyboard, locate the scroll lock key on the right side of the keyboard just above the arrow keys. After this, press and hold the key to be exact for about 5 seconds, which should turn off the scroll lock feature on your Dell laptop.
