You want to make sure its not too tight. Instead you want to just kind of snug against the shaft.
Cut less than you think to start with and only cut a couple of your arrows down. Once youre sure what length you want, then cut the whole set down. Its easy to cut a little bit more off your arrow later on, its quite a lot harder to add some of the cut arrow back if youve cut too much.
A good rule of thumb is to cut it no shorter than the middle of the riser. At full draw, your arrow end would sit right in the middle of the shelf. The best way to determine how long you want your arrows to be is to nock a full-length, uncut arrow and draw it back.
You can use a bandsaw, scrollsaw, jigsaw, or table saw with a fine-tooth carbide blade. You can also use a CNC router with a carbide bit. For smaller work, a Dremel tool can be used. Once cut, edges can be finished with light sandpaper or a file.

Use only a high-speed, abrasive wheel cutoff saw specifically designed for cutting arrow shafts. Use of any other method could result in damage to the shaft. It is recommended that your arrow shaft be cut at least one inch in front of the arrow rest at full draw.
A pipe cutter wont work to cut carbon arrows. They will splinter if you try it. A Dremel with a cut-off wheel will work, but you will need to square the end after.
Push the shaft gently against the blade so it cuts into the carbon. Continue pushing the arrow into the blade until it cuts completely through the other side. If the blade has difficulty cutting the arrow straight through, try rotating the arrow while you hold it against the blade to make it easier.
