Start ArcMap. Load a grayscale raster in to the map display area. On the main menu, click File Export Map. Click the Save as type drop-down arrow and choose Production PDF.
From the All tools menu, select Measure objects Geospatial location tool. Then, right-click the location on the map and select Mark Location. Open the location annotation and copy the location information. Acrobat copies the data in this format: latitude then longitude, separated by a space.
Click the Map only tab. Enter a file name for the map document. From the File format drop-down menu, choose the file type to export. File types include PDF, PNG8, PNG32, JPG, AIX, GIF, EPS, SVG, and SVGZ.
Under PDF Settings, check the Export georeference information check box. In the Layers and attributes drop-down menu, select PDF Layers and Feature Attributes. Click Export.
Open the ArcGIS Project. On the Share ribbon tab, click Export Map. In the Export Map pane, for File Type, select PDF from the drop-down menu.
Creating a georeferenced pdf is very simple. Once the map is finished, just select File Export Map as shown below. Go to the Advanced tab and check on Export Map Georeference Information. Thats it!

Navigate to a Production PDF . Click Open. In the File Name text box, type in a name for your PDF export file. Click Save.
