Shared mailboxes usually dont require a license. Follow these instructions to remove a license from a shared mailbox so that you can either assign it to a user or return the license so that you arent paying for a license you dont need.
Use the Microsoft 365 admin center to create a new mailbox You can use the Microsoft 365 admin center to create a new user account. When you assign the user account a license for Exchange Online, a mailbox is automatically created for the user.
Outlook retail licenses These licenses are available through retail purchase. Though retail license versions of Outlook do not include Exchange Server or Exchange Online, some can connect to Exchange to enable certain features.
So, is Outlook for Android and iOS free? For personal use, yes. For commercial use, no, a license is required.
In the admin center, go to the Users Active users page. Select the row of the user that you want to assign a license to. In the right pane, select Licenses and Apps. Expand the Licenses section, select the boxes for the licenses that you want to assign, then select Save changes.
