In the Convert File dialog box, select Encoded Text. In the File Conversion dialog box, select Other encoding, and then select the encoding standard that you want from the list. You can preview the text in the Preview area to check whether all the text is readable in the encoding standard that you selected.
A csv file is really just text - the fontsize / style in a csv file is determined solely by the application you open the file with. If you need formatting, maybe a richer format (like excel) might be more appropriate?
Avoiding formatting change on CSV on Microsoft 365 or Excel 2019 is fairly easy. Activate the Insert tab in the Ribbon. Click From Text/CSV in the Get Transform Data section. Select your file. You will see the preview of your data. Either click Load to import the data.
Name your file, select CSV file type, and click Tools Web Options below. Go to the Encoding tab, In the dropdown for Save this document as: choose Unicode (UTF-8) and click OK. The file is saved. Now we import it and see that the text is displayed correctly.
Change your settings within Excel to resolve this issue. In Excel, navigate to Data Import External Data Import Data/Import From Text and choose 65001 Unicode (UTF-8). Save your settings then re-open your file to confirm that special characters are displayed correctly.
