Reducing the number of times you open, edit, and re-save a JPEG image is essential. Each generation introduces compression artifacts, leading to a cumulative loss of image quality. If possible, keep a high-quality source file (like TIFF or RAW) as your master copy and create JPEGs only when necessary for distribution.
How to reduce JPEG file size on Windows Open the JPEG file with a double click or Right-click file Open With Photos. Click the three dots in the top right corner and select Resize. Choose the recommended settings or Define custome dimentions to resize the JPEG file manually.

These are generally unfixable. In any case, it is highly advised to save the original image before compression to avoid losing the finer details indefinitely.
The Golden Rule: when editing an existing image, do not edit a JPG AND then save it as a JPG even to simply crop the image and then save it - First save the JPG as a TIFF and work from this.
You can do basic edits with programs like MS Paint or Photos (Windows only) and Photos (Mac only), but if you want to make your photos look amazing, you should get a program specifically designed for serious editing.
