The cover is not part of the interior and does not count as a page. Everything inside the interior file counts as a page, title page, copyright page, dedication, and so on.

Does inside cover count as page 1?

The cover doesnt count. If you look at a book on your (physical) shelf, you will note that only the pieces of paper count as pages. So 40 pages is 20 pieces of paper plus a wraparound cover (which yes, is blank on the inside).
