To put it simply, yes, you can colour highlighted hair at home. But dont expect to easily get the results you want. Heres why the process of colouring highlighted hair is best left to professionals.
Buy a toner or put a darker blonde haircolor over them to tone down the brassiness or if they are too light. Use a semi permanent color. About a level 8 or 9. An ash if its too brassy and if its too white use a golden blonde.
