As mentioned, an exclamation mark icon on a picture in the Photos app means the full resolution image has not been downloaded to your iOS device. This is expected if iCloud Photos is set to Optimize iPhone Storage and storage space on your device is low.
The exclamation mark lets you know that the photo has low resolution, under 3MP, which means it can become blurry printed in the book.
Press and hold POWER until the Phone Options appear. Select Power Off and wait for the phone to fully turn off. Wait for a few moments, and then power the phone on by pressing and holding the POWER button. Turn on the device.
Tap the iCloud option and then the Photos option. Select Download and Keep Originals. Your iCloud and your phone will sync and your original, full-resolution photos will now download. The blurry iPhone photos with exclamation marks will also disappear.
