The value in the section counter is zero at the beginning of every chapter. Every \chapter or \section command increments this counter. So, a specific chapter or section number can be specified by manipulating the value inside this counter. The value in these counters can be set by using the \setcounter command.
The ideal way to add chapters to your LaTeX document while writing a book is by creating a separate file for each chapter. These individual chapter files do not need a preamble. All you need to add at the beginning of each chapter file is the name of the chapter using the \chapter{..} command.
We can then fill in these chapters with text remembering to split them up into sections and subsections. Then to add these chapters into the document, we use the \input command in the root document. Remember to add in chapters/ before the file name so that LaTeX knows where to find it.
