The main purpose for tenting vias is to cover the annular ring to prevent short circuit or connecting components, not simply close the opening of the vias. Plugged via, which is also called as mask filled via or non-conductive filled via, is the via plugged and sealed by solder mask ink and annular ring is covered.
Via filling is the process of filling the vias with a non-conductive paste in order to close them. Usually this is required for PCBs with a large amount of drills when the fixation in PCB assembly is done by vacuum lifter. By closing the via the runoff of solder is also prevented.
Filling via holes results in more reliable surface mounts, provide better assembly yields and improve reliability of the PCB by decreasing the probability of trapped air or liquids in the via and thus the PCB Board.
Non-Conductive Via Filling (NCVF), refers to the process of filling a via with epoxy prior to finishing. This technique is used mainly for Via in Pad designs, in order to prevent excess solder from wicking away from the pad and down into the via hole during Reflow Soldering stage of the PCB Assembly Process.
Via hole filling/plugging of a PCB is a process where the via hole is filled with solder mask or resin. Via holes that are filled/plugged improve the PCB reliability by decreasing the possibility of trapped air/liquid in the via, thus ensuring good yield through assembly.
This is the easiest and least costly processactually there is no added cost for this process. Simply remove the mask clearances from the vias you wish to have tented. Tenting a via simply means to cover the annular ring and via hole with solder mask.

Tenting a via refers to covering via with soldermask to enclose or skin over the opening. A via is a hole drilled into the PCB that allows multiple layers on the PCB to be connected to each other. A non-tented via is just a via that is not covered with the soldermask layer.
