There are some numbers that are able to be exactly represented in some base, but it takes more than some number of digits/bits to do. In binary, the number 1/10 which is conveniently 0.1 in decimal isnt able to be represented as a number that can be represented in a fixed number of bits in binary.
In binary code, each decimal number (09) is represented by a set of four binary digits, or bits. The four fundamental arithmetic operations (addition, subtraction, multiplication, and division) can all be reduced to combinations of fundamental Boolean algebraic operations on binary numbers.
Since the binary system uses only two digits or bits and represents numbers using varying patterns of 1s and 0s, it is known as a base-2 system. Here, 1 refers to on or true, while 0 refers to off or false.
In the case of binary addition, when 1 is added to 1, it is equal to 0, and 1 carries forward to the next high order digit. In the case of binary subtraction, when 1 is subtracted from 0, then we borrow 1 from the next order digit and get the remainder as 1.
The logic of finding if a number is binary is extremely simple, probably simpler than FizzBuzz itself, all you need to do is to check every digit of the number to see if they are greater than 1 or not. If any digit is greater than 1 then its not binary.
Adding 0 and 1, we get 1 (no carry). That means the last digit of the answer will be one. Then we move one digit to the left: adding 1 and 1 we get 10. Hence, the answer is 101.
Something similar happens in binary addition when you add 1 and 1; the result is two (as always), but since two is written as 10 in binary, we get, after summing 1 + 1 in binary, a digit 0 and a carry of 1.
