X-ray photoelectron spectroscopy (XPS) is a surface analytical technique, which is based upon the photoelectric effect. Each atom in the surface has core electron with the characteristic binding energy that is conceptually, not strictly, equal to the ionization energy of that electron.
In XPS, the sample is irradiated with low-energy (~1.5 keV) X-rays, in order to provoke the photoelectric effect. The energy spectrum of the emitted photoelectrons is determined by means of a high-resolution electron spectrometer.

An accuracy of 10% is typically quoted for routinely performed XPS atomic concentrations. For specific carefully performed and characterised measurements better accuracy is possible, but for quantification based on standard relative sensitivity factors, precision is achieved not accuracy.
Charging Effects in X-Ray Photoelectron Spectroscopy When X-ray photons strike a surface, they cause the emission of electrons. This, of course, is the basis of the XPS technique. If the surface is electrically insulating, then the emission of electrons causes a positive charge to accumulate at the surface.
Basic principles of XPS Why is this a surface technique? So the excited photoelectrons are relatively slow and mostly interact with the material they are generated and lose energy. A few electrons get out un-scattered and are detected as the photoelectron peaks. (mostly from the upper 10 nm of the material.)
