Commas in contracts link separate clauses in a non-definitive way, leaving their reading open to interpretation. While a full stop is literally that a full and complete stop to one thought or sentence, and the signal of the start of another commas occupy a linguistic middle ground, and one thats often muddled.
This practice is controversial and is known as the serial comma or Oxford comma, because it is part of the house style of Oxford University Press. There are cases in which the use of the serial comma can avoid ambiguity, and also instances in which its use can introduce ambiguity.
Whether or not you choose to add a comma will depend on the style guide you follow. For instance, AP Style doesnt require the Oxford comma, while the Chicago Manual of Style requires it in almost all cases. Be sure to check with the style guide you use to see if the Oxford comma is a requirement or not.
