Formerly Standard Form (SF) 71. Privacy Act Statement. Section 6311 of title 5, United States Code, authorizes collection of this information. The primary use of this information is by management and your payroll office to approve and record your use of leave.
Under the Voluntary Leave Transfer Program (VLTP), a covered employee may donate annual leave directly to another employee who has a personal or family medical emergency and who has exhausted his or her available paid leave. Each agency must administer a voluntary leave transfer program for its employees.
Always fill out an OPM 71 form when you need to take time off from work, even if your supervisor has given verbal approval. This will ensure that your accrued time off is accounted for properly, and will prevent any administrative issues from interfering with your time off request.
An employee requesting LWOP may be required to first exhaust annual leave when the absence is primarily for the personal convenience of the employee. Generally, LWOP may not be substituted retroactively for annual or sick leave (58 Comp. Gen. 661).
If you want to donate leave to an employee of a different federal Executive agency, you must complete a different form: OPM-630B. You submit this form to your own servicing human resources office, along with a copy of the recipients approved application.
Normally annual leave payouts are within 1-2 pay periods after you leave/retire. So if you retire the end of December, for example, it would be paid out in January.
In the event of a major disaster or emergency as declared by the President that results in severe adverse effects for a substantial number of employees, the President may direct the U.S. Office of Personnel Management (OPM) to establish an emergency leave transfer program (ELTP).
