Duplicating means youre creating multiple instances so you would have to edit each one individually. Also Duplicate layer allows you to copy a layer into a different file, while new via copy is only within the current file.
Both copy and duplicate mean to reproduce or recreate something. However, duplicate is usually done for purposes of distribution while copy typically carries a negative connotation of trying to imitate something.
