This set of rules discuss use of public office for private gain. These rules can be found in the Standards of Conduct in 5 CFR 2635.702. The first section prohibits inducement or coercion of benefits to you or anyone else. The second section limits the appearance of government sanction. This part is most commonly referenced when discussing letters of recommendation for employment or character reference letters. Heres the basic difference between the two: For any share point or shared folder or file, POSIX permissions allow you to set permissions only for the Owner, one Group, and Others. ACLs give you the additional option to set permissions for multiple individuals and multiple groups for a shared item.
There are two kinds of access control lists: access ACLs and default ACLs. Access ACLs control access to an object. Files and directories both have access ACLs. Default ACLs are templates of ACLs associated with a directory that determine the access ACLs for any child items that are created under that directory.

Azure RBAC allows read or write at the storage account and container level only. With ACLs, you can set up fine-grained access control at the folder and file level to allow read/write on a subset of data for specific groups.
