Does printing at higher PPI use more ink, or just take longer? If the two settings produce prints that have the same overall contrast and saturation, then the ink usage is about the same (except that the droplets are placed more precisely in the higher ppi mode). Printing at a higher ppi does not use more ink.
That same photo scanned at 600 dpi (resulting in a 2400 x 3600 pixel size image) will be about 24 Mb as an uncompressed TIF, 16 Mb as a compressed TIF and only 4 Mb as a print quality JPEG.
Higher DPI is typically better for smaller images like negatives or slides and is kind of overkill. 600 to 2400 DPI is a good size for almost every scan and future print. We know you'll be happy with those sizes.
Is 300 DPI better than 600 DPI or does it work the other way? It depends, in fact, on what you are printing and what material is used. A higher resolution might be needed for glossy photos or images with lots of details that need to be crisp. Then 600 DPI could be a better option.
300 DPI is the standard because that's the resolution most people can see at the typical reading distance of one foot (see the first table above). Hence, virtually all printers print at a minimum of 300 DPI. Many printers can print 600 DPI or higher, but that is overkill for the average viewing distance.
