In addition to being the lead contractor for Cop City, Brasfield Gorrie pledged to donate over $1 million to the Atlanta Police Foundation, the entity behind the project. Brasfield Gorrie Division Manager Justin Rannick also sits on the Foundations advisory board.
The 85-acre (34-hectare) project, which critics call Cop City, is now expected to cost $109.65 million, up from a previous estimate of $90 million, Atlanta Deputy Chief Operating Officer LaChandra Burkes told City Council members on Wednesday.
The land is owned by the City of Atlanta. Once complete, the center is planned to be used as a training campus for police and fire services and is expected to open at the end of 2023.
The overall budget for the project is $90 million, $30 million of which comes from the citys budget. The rest of the money is supposed to come from private donations funneled through the Atlanta Police Foundation (APF), the nonprofit arm of the Atlanta Police Department (APD).

The Home Depot has donated at least $361,500 to APF between 2016 and 2022 and is listed as a corporate sponsor for the Foundations September 2023 event. The companys vice president of technology, Daniel Grider, sits on the APF Board of Trustees. UPS donated $1 million to the APF in 2022.
In 2021, under a different makeup, the council had approved the ground lease agreement for the site of the facility. The cost of the training center is supposed to be divided between taxpayers and funds raised by the Atlanta Police Foundation, a nonprofit group supporting the force.
