How to Choose Concealer for Highlighting. To highlight, you will need a concealer that is up to 2 shades lighter than the natural color of your skin. As with contouring concealer, you should select a shade that seamlessly blends in with your natural skin undertones.
Start by applying the darker shade of concealer under your cheekbones, along your jawline, and at the sides of your forehead. These areas are the natural contours of your face, and the concealer will create the illusion of shadows, giving the face a sculpted look.

Applying foundation first is the more standard practice. This order of application gives you a nice, even base to layer your contour on top of. It also is better for getting a more sculpted, bold look, as your contour makeup doesnt get diffused with foundation.
