Unfortunately its not completely safe. There are only 62 characters that are guaranteed to have no special meaning in all systems. They are digits, English small letters, and English capital letters. You need 2 more characters for base64.
Data URLs: When embedding images or other resources directly into web pages using Data URLs, Base64 encoding is used to include the binary data as a text string within the URL. Data Transmission: Base64 encoding is essential for transmitting binary data over text-based protocols like HTTP, SMTP, or FTP.
Base64 strings tend to end in one or two equal signs, but not always! These strings are not exact representations of the binary data in ASCII, because padding is applied to ensure the string length is a multiple of 4 characters. Each equal sign represents two bits of zero-padding.
Radix 64 encoding allows binary data stored in octets (i.e. bytes) to be expressed as printable characters. Radix-64 characters require the binary input to be split into blocks of 6. These numbers (which all range from 0 - 63) are then mapped onto a character set of printable characters.
Fundamentally, Base64 is used to encode binary data as printable text. This allows you to transport binary over protocols or mediums that cannot handle binary data formats and require simple text.
Base64 encoding is a text encoding string that represents binary data into an ASCII string, allowing it to carry data stored in a binary format across channels. To better understand base64, we first need to understand data and channels.
Since Base64 uses 24-bit sequences, padding is needed when the original binary cannot be divided into a 24-bit sequence. You have probably seen this type of padding before represented by printed equal signs (=).
Base64 encoding causes an overhead of 3337% relative to the size of the original binary data (33% by the encoding itself; up to 4% more by the inserted line breaks).
