It is part of the standard algorithm to add numbers together by starting with the rightmost digits and working to the left. For example, when 6 and 7 are added to make 13, the 3 is written to the same column and the 1 is carried to the left.
The smiley code becomes U+1F600. Each Hex digit can be represented by 4 bits. Thats 0001 1111 0110 0000 0000 in binary. You can do this by hand or a programmer calculator.
When adding two numbers, each column of digits is added in sequence from right to left and, if the sum of any column is greater than the value of the highest digit, a carry is added to the next column. In binary, the largest digit is 1, so any sum greater than 1 will result in a carry.

However, since the base is 2, we have to understand how to use a carryover. In decimal addition, when we get 7 + 3 = 10 , we write 0 and take 1 as a carryover. Similarly, in binary addition, when you get 1 + 1 = 2 , which is 10 in the decimal system, we write 0 and take a carry of 1.
Regrouping is also known as carrying. It is a method used when adding numbers multi-digit numbers together and the value of the digits in one column is greater than 9.
Following the binary rules, 1 + 1 = 10. This means a 1 needs to be carried over to the left. The second column from the right becomes 1 + 1 + 1. This results in 11 with a 1 needed to be carried to the left.
Remember that in binary 1 is on: and 0 is off. Choose the binary number that you want to decode. Give each number a value, starting from the extreme right. For example, using the number 1001001, 1=1, +0=2, +0=4, +1=8, +0=16, +0=32, +1=64.
