Given that the average human reaction time is around 0.2 to 0.25 seconds, the round is over before most people can react. The reaction times of the best fast draw shooters is 0.145 seconds, which means that the gun is cocked, drawn, aimed (from the hip), and fired in just over 0.06 seconds.
Now lets look at some basic performance numbers: Average open carry holster draw to first round time: 1.52 sec. Average conceal carry holster draw to first round time: 1.77 sec.
USPSA isnt a heavily draw time dependent sport (unlike steel challenge for example). Under 1.5 seconds consistent would be fine for most circumstances, though would expect higher level shooters to be able to do it closer to the low 1s (1.0-1.2) consistently.
The Tullers basic premise was that the average officer could draw and fire one round in 1.5 seconds and the average person could travel 21 feet in 1.5 seconds.
In essence, when you can draw is the same as when you can shoot: if confronted with an imminent threat to your life or that of someone else. Since pulling the gun implies lethal intentions, those intentions have to be justified just as shooting must.
