Submerge the piece in the soapy water and let it soak for 15 minutes or up to 1 hour. Gently swish it around every so often. If you notice a stain, you can try rubbing gently with a soft toothbrush.
If your fabric has yellowed with age you can soak it in a solution of 1 part white vinegar to 12 parts warm water overnight. Then wash as normal the next day.
Start by adding cup Clorox Disinfecting Bleach to one gallon of water in a plastic dishpan. Fully submerge items in the bleach solution for up to 5 minutes. You may notice the color coming off immediately, or it may take the full 5 minutes (but dont let any item soak for longer than 5 minutes).
Again, be sure you really need to have it cleaned. Cross stitch can usually be hand washed in soap and water. I highly recommend Dawn dishwashing soap and it has to be Dawn, not an off-brand.

Heres my suggestions: Wash the x-stitch in a solution of baby shampoo (about 1 tsp. to 1/2 gallon of cold water) and gently dip the piece of work several times. You may have to change the shampoo and water solution several times until you can tell that the water is no longer discolored.
To get rid of the excess stain now, take a cloth dampened with mineral spirits and use that to scrub down the piece. This should remove the excess stain. Alternatively, apply another coat of stain, wait a couple of minutes for it to soften up the old, tacky, excess stain, then take a cloth and rub away the excess.
