Heres how to do this in Preview on Mac: Open the image file in Preview. Select Tools at the top and select Adjust Size. Select Custom from the Fit into drop-down. You can now adjust the height, width, and resolution of your image. Select OK once you are done adjusting the image.
Tap any portrait to view it in full screen, then tap Edit. Drag the Depth Control slider to increase or decrease the background blur effect. A white dot marks the original depth value for the photo. Tap Done to save your changes.

If the display is working but its picture seems blurry, try changing the resolution. The displays default, native resolution might be sharper than a scaled resolution. In the Photos app on your Mac, double-click a Portrait mode photo, then click Edit in the toolbar. To set the depth of focus, click Portrait in the Adjustments tools, then drag the Depth slider. For Portrait photos that are also Live Photos, you can set the depth of focus only on the default Key Photo.
