It depends. Decks made from South American hardwoods, such as ipe, cumaru, and tigerwood, will hold up to a power wash just fine. Those made of pressure-treated woodtypically Southern yellow pine, a soft wood are generally okay, too, assuming you dont hold the nozzle too close.
To remove old deck stains from the wood, you have to use a deck stripper. A quality deck stripper will break up and soften any old stain allowing it to be washed away.
If you didnt, the stain may still be tacky. You should not apply your clear topcoat until the stain is no longer tacky and has been allowed to dry at least as long as the label recommends. To get rid of the excess stain now, take a cloth dampened with mineral spirits and use that to scrub down the piece.

Sponge the stain with cool water or soak it in cool water for about 30 minutes. Pretreat with a prewash stain remover. Launder; if safe for the fabric, add chlorine bleach to the wash.
Hirshfields shares how to begin this process. Step 1: Scrape. Scrape off as much of the old finish as you can with a paint scraper. Step 2: Strip. Use a deck stain remover. Step 3: Scrub. Take off old stain using a stiff brush and deck finish remover. Step 4: Sand. Step 5: Condition. Step 6: Stain.
Wash the pressure-treated wood with a deck cleaner, scrubbing the wood surface with a brush while wet. Use a pressure washer if the wood has tough stains. Allow the wet cleaner to soak into the wood for about 10 minutes or to manufacturers directions. Rinse thoroughly with a garden hose or pressure washer.
A diluted solution of soap and water with a stiff brush will remove mildew and dirt. Wash away the dirt with a hose or a very low setting (below 500 psi) on a pressure washer.
