The Montreal Protocol has been successful in slowing and reversing the increase of ozone-depleting gases (halogen source gases) in the atmosphere. An important measure of its success is the change in the value of effective stratospheric chlorine.

The Montreal Protocol, finalized in 1987, is a global agreement to protect the stratospheric ozone layer by phasing out the production and consumption of ozone-depleting substances (ODS).
This Act lays down the broad controls for ozone-depleting substances.
The enactment of the Clean Air Act of 1970 (1970 CAA) resulted in a major shift in the federal governments role in air pollution control. This legislation authorized the development of comprehensive federal and state regulations to limit emissions from both stationary (industrial) sources and mobile sources.
The act establishes federal standards for mobile sources of air pollution and their fuels and for sources of 187 hazardous air pollutants, and it establishes a cap-and-trade program for the emissions that cause acid rain. It establishes a comprehensive permit system for all major sources of air pollution.
The ozone layer is the common term for the high concentration of ozone that is found in the stratosphere around 1530km above the earths surface. It covers the entire planet and protects life on earth by absorbing harmful ultraviolet-B (UV-B) radiation from the sun.
This Act lays down the broad controls for ozone-depleting substances.
In 1990, Congress added provisions to the Clean Air Act for protecting the stratospheric ozone layer. It required EPA to set up a program for phasing out production and use of ozone-destroying chemicals.
