By default, when you create an AMI from an instance, snapshots are taken of each EBS volume attached to the instance. AMIs can launch with multiple EBS volumes attached, allowing you to replicate both an instance's configuration and the state of all the EBS volumes that are attached to that instance.
Snapshots are best for data backups, they are cheaper, and incremental snapshots are possible too. Images are best for infrastructure re-use, such as exporting a VM image for use in a different project or as the basis for a Managed Instance Group.
Create an AMI from an Amazon EC2 Instance Right-click the instance you want to use as the basis for your AMI, and choose Create Image from the context menu. Create Image context menu. In the Create Image dialog box, type a unique name and description, and then choose Create Image.
There is no cost to make an AMI itself, but if you're making it from a running instance you will pay the fees for running a micro instance (which is about $0.02/hr, depending on availability region - see the pricing details) and also fees for using the EBS root for however long you use it.
To resolve CPU throttling, you can either enable T2/T3 Unlimited, or change the instance type....Resolution Open the Amazon EC2 console, and then choose Instances from the navigation pane. Select the instance that is being throttled. For Actions, choose Instance Settings, Change T2/T3 Unlimited. Choose Enable.
Log in to the AWS Management Console, display the EC2 page for your region, then click Instances. Choose the instance from which you want to create a custom AMI. Click Actions and click Create Image. Type a name for Image Name that is easily identifiable to you and, optionally, input text for Image Description.
Depending on the size of the volumes, it can take several minutes for the AMI-creation process to complete (sometimes up to 24 hours). You might find it more efficient to create snapshots of your volumes before creating your AMI.

An AMI includes the following: One or more snapshots. Instance-store-backed AMIs include a template for the root volume of the instance (for example, an operating system, an application server, and applications). Launch permissions that control which AWS accounts can use the AMI to launch instances.
When you reboot an instance, it keeps its public DNS name (IPv4), private and public IPv4 address, IPv6 address (if applicable), and any data on its instance store volumes. Rebooting an instance doesn't start a new instance billing period (with a minimum one-minute charge), unlike stopping and starting your instance.
