Clearing your cache is simple: With an image open in Photoshop, click the “Edit” menu button. Hover your mouse over “purge” to reveal your cache options. Select the specific item you want to delete or select “all” to delete all of your caches.

As you work on an image and the memory caches grow, you may experience slow computer performance. Deleting the caches increases Photoshop's performance.
This is because Photoshop requires continuous, unfragmented space on your drive. Avoid doing this if you have a newer Mac with an SSD. This process could hurt your computer. However, you can still back up your files so you don't lose anything when you clear your cache.
You can also resolve a 'scratch disk full' condition by selecting additional drives for use as scratch disks. Hold down the Cmd + Option keys (macOS) or Ctrl + Alt keys (Windows) during app launch and set a new scratch disk for your system under the Scratch Disk Preferences dialog that opens.
If Photoshop 2019, or earlier, cannot launch because the scratch disk is full, hold down the Cmd + Option keys (macOS) or Ctrl + Alt keys (Windows) during launch to set a new scratch disk.
Go to Photoshop > Preferences from the menu bar. Select Scratch Disks and tick the checkbox to select or remove a drive as the scratch disk. Click OK.
It's in C:\Users\User\AppData\Local\Temp. To access that, you can type %LocalAppData%\Temp in the Start > Run field. Look for "Photoshop Temp" file list.
