ink marks are best removed with a sharp steel eraser or knife unless the ink has penetrated the paper too deeply if you cannot remove the marks easily it is usually best to leave them alone so you do not further damage the book

You can try nail polish remover, rubbing alcohol, or lemon juice to remove the ballpoint pen ink. Dip a cotton swab into your product of choice and rub it into the ink you are trying to erase. Be sure to only use a small amount of your product so you do not end up oversaturating the paper. Thanks!
Use a Q-Tip soaked in a solvent like brake fluid, acetone, or rubbing alcohol to lift ink out of the page. If chemicals don't work, try carefully rubbing the ink off with an eraser, razor blade, or even a fine-grit sander. If the ink just won't come out, cover it with correction fluid or paper.
Soak for 15 minutes in mixture of 1 quart lukewarm water, one-half teaspoon liquid hand dishwashing detergent and one tablespoon ammonia. Rub gently from back to loosen stain. Soak another 15 minutes in above mixture. Rinse.
Start off by scrubbing with hot water and detergent; if that doesn't work, you'll need to try something stronger. Rubbing alcohol and vinegar contain properties that can be very good at removing pen stain from plastic. Just make sure you test on a small area first, and thoroughly rinse off after use.
Apply rubbing alcohol or hairspray. Fully moisten a cotton ball with rubbing alcohol or hairspray. Squeeze the excess liquid out of the ball. Simply rub an ink stain with small circular motions until it disappears. The cotton should soak it up. Cheap hairspray is just as good as any.
Acetone will only remove ink-based pen from paper. The majority of pens are ink-based. Printer ink cannot be completely removed. If you use this technique on printer ink, the stain will dissipate, but won't go away completely.
Acetone, also sold as fingernail polish remover, can be applied with a cotton ball to dissolve some of the ink into a liquid again. This is not a perfect method, but may be the only one easily available. The paper will end up grey and smudged, but new printing or writing should be clearly visible on top of the smudge.
Pour a small amount of acetone into the bowl. Dip the brush into the acetone and thoroughly saturate the area you want to remove the printing. I suggest doing a small section at a time as the acetone evaporates quickly.
Rubbing alcohol is an excellent stain remover that can lift ink and so are lubricants, such as WD-40. Apply a little of one of these products to a soft rag, scrub the stain and then wipe away the product with plain water. An unconventional stain remover to try is toothpaste.
