There are only nine title-holding states: Kentucky, Maryland, Michigan, Minnesota, Missouri, Montana, New York, Oklahoma, Wisconsin. In the other 41 states, titles are issued to the lien holder of your vehicle until the loan is fully paid off.

A lien is a record maintained by the MVA of the debt owed by a vehicle owner to a secured party (lender). A secured party lends the money to the owner and has the power to repossess the vehicle if the owner does not repay the loan.
Any non-electronic liens attached to an electronic title may be released at a Secretary of State office once the customer provides the appropriate paperwork documenting that the lien is fully paid. Electronic liens can only be released electronically by the lienholder.
Once you pay off the lien on your motor vehicle, the lienholder will submit the required documentation to the NJ Motor Vehicle Commission. Proof of lien satisfaction is not needed if the owner has the original NJ title with the lien satisfaction.
Requesting the Re-Issuance of a Lien Free Title You must provide the New Jersey title endorsed with a lien or the New Jersey title with the lien satisfaction letter attached. The fee is $60. The MVC accepts American Express card, Visa card, MasterCard, Discover card, checks, money orders and cash.

You may apply for a clear title in person at any of the MVAs full-service branch offices or by mail to the MVAs title file unit. You must submit the Maryland Notice of Security Interest Filing (SIF) and/or the lien release letter you received, plus the current title for your vehicle.
