The Clean Air Act (CAA) (42 U.S.C. 7401 et seq.) is a comprehensive Federal law that regulates all sources of air emissions. The 1970 CAA authorized the U.S. Environmental Protection Agency (EPA) to establish National Ambient Air Quality Standards (NAAQS) to protect public health and the environment.
To protect public health and welfare nationwide, the CAA requires EPA to establish National Ambient Air Quality Standards (NAAQS) for six common air pollutants also known as criteria air pollutants. The pollutants are particulate matter, ozone, carbon monoxide, sulfur dioxide, nitrogen dioxide and lead.
Under section 602 of the Clean Air Act, EPA is required to list in the Federal Register the (global warming potentials) GWPs for ozone-depleting substances. This page lists the Class I substances and links to a page with Class II substances.
Although States besides California are not permitted to develop their own emissions standards, Section 177 of the Clean Air Act authorizes other States to choose to adopt Californias standards in lieu of federal requirements. States are not required to seek EPA approval before adopting Californias standards.
In the United States, Class I ozone-depleting substances ( ODS. ODS include chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, methyl bromide, carbon tetrachloride, hydrobromofluorocarbons, chlorobromomethane, and methyl chloroform.
