The NOC 2021 Version 1.0 overhauls the Skill Level structure by introducing a new categorization representing the degree of Training, Education, Experience and Responsibilities (TEER) required for an occupation.
TEER 4 covers positions where applicants must have completed secondary school and are likely to undergo a few weeks of on-job training while TEER 5 is for jobs with no formal educational requirement.
Under NOC 2016, occupations qualify for Express Entry from Skill Level B and above. However, under NOC 2021, TEER 3 and above qualify.

We use the 2021 National Occupational Classification (NOC) system to identify and categorize jobs (occupations) based on the training, education, experience and responsibilities (TEER) they require.
TEER 2 covers jobs where candidate is required to have post-secondary education of two years or more or apprenticeship training as well as occupations with supervisory or docHub safety responsibilities.
TEER 3 requires post-secondary education or apprenticeship of less than two years or secondary schooling with more than six months of on-job training.
High-Skilled and Low-Skilled Work For immigration purposes, any occupation classified as TEER level 0,1,2 or 3 is considered high-skilled work. Any occupation classified as TEER level 4 or 5 is considered low-skilled work.
