A bill of sale does not have to be digital to be considered valid. Both handwritten and digital formats are generally acceptable, as long as all necessary information is listed and you have the consent of both parties.
Sure a bill of sale can be handwritten. As a matter of fact, it appears that a bill of sale is not technically required in California. It is just highly recommended. The buyer can elect to do the smog check then demand that you reimburse them for the test and any necessary repairs to pass the smog test.
Title StateEvidence of ownership must be the title, endorsed by the owner to the purchaser, if the vehicle is being transferred. Otherwise, bills of sale must be submitted in lieu of the signature(s) on the title.
The state of California doesnt require all vehicle sellers to fill out a CA DMV bill of sale form, however, you could lose important transaction information if you dont use one.
The original or certified copy of a dealer invoice may be substituted for a bill of sale provided it describes the vehicle, gives the name and address of the dealer and the name of the buyer(s), and is either stamped/marked paid and countersigned or indicates the same lienholder as shown on the REG 343.
The registered owner or the person in physical possession of a vehicle being sold/transferred must submit a completed REG 138 to DMV within five calendar days of the sale (transfer). This can be done using a printed REG 138 or online, using the Internet Notice of Release of Liability (IRL) on the DMV Internet website.
To transfer a title, you will always need: Either the California Certificate of Title or an Application for Replacement or Transfer of Title (REG 227) (if the title is missing). The signature(s) of seller(s) and lienholder (if any). The signature(s) of buyer(s). A transfer fee.
