A bill is subject to amendment as soon as the Senate begins to consider it. Committee amendments are considered first; then Senators can offer amendments to any part of the bill, generally, in any order.
DEBATE AND VOTE ON THE HOUSE FLOOR Each side yields time to those Members who wish to speak on the bill. When amendments are offered, these are also debated and voted upon. After all debate is concluded and amendments decided upon, the House votes on final passage.
