Change your settings within Excel to resolve this issue. In Excel, navigate to Data Import External Data Import Data/Import From Text and choose 65001 Unicode (UTF-8). Save your settings then re-open your file to confirm that special characters are displayed correctly.
When working with a CSV file it is often necessary to find data contained within and sometimes replace it. Find Replace is used for just this. You can access it from the Edit Find Replace menu or by pressing Ctrl-F on the keyboard.
Open the CSV file in writing (w mode) with the help of open() function. Create a CSV writer object by calling the writer() function of the csv module. Write data to CSV file by calling either the writerow() or writerows() method of the CSV writer object. Finally, close the CSV file.
