Yes, you may most certainly use quotes in a letter as long as you acknowledge the source and dont leave the reader with the impression that the quote is yours . If the quote is from a poem, a novel a text book or a play, quotas the author as well as the book/poem/ play title.
Sometimes when you pull a sentence out of a larger text, you will need to add words or phrases for the quote to make sense to the reader. Place brackets around any words you add to clarify. The brackets might replace unclear words (e.g. it, them, this, they) or add context to the quote.
You can use an ellipsisthree consecutive periods, with one space around each ( . . . )to leave out extra or unnecessary words. The ellipsis represents information that you are omitting from a quotation.

Words can be added or changed to a quote by using brackets. Changes can be used to correct tense or to add necessary information. Brackets can also be used to make the pronouns in a quote consistent. However, brackets should not be used to change the meaning of the quote.
The examples use MLA format. Use a full sentence followed by a colon to introduce a quotation. Begin a sentence with your own words, then complete it with quoted words. Use an introductory phrase naming the source, followed by a comma to quote a critic or researcher.
Changes to a quotation not requiring explanation The first letter of the first word in a quotation may be changed to an uppercase or a lowercase letter to fit the context of the sentence in which the quotation appears.
Citing unwritten sources quoted in another source When making reference to the spoken words of someone other than the author recorded in a text, cite the name of the person and the name of the author, date and page reference of the work in which the quote or reference appears.
A tag such as states often introduces the quotation and is followed by a comma. Example: In his short story, The Celebrated Jumping Frog of Calaveras County, Mark Twain states, He never smiled, he never frowned, he never changed his voice. If the tag interrupts a passage, set it apart by commas.
Adding or deleting a letter or an entire phrases of source material can help you build seamless transitions between your own ideas and those of experts youre quoting. If youre using MLA style, youll need to indicate modifications to the source text by placing square brackets around any changes made.
