If a tenant, co-tenant or household member changes the locks without the owners permission, such person shall change the locks in a workmanlike manner with locks of similar or better quality than the original locks.
If an at will tenant in California refuses to vacate a property after being asked to leave, the owner of the property may use the procedures set forth in the California Civil Code and Civil Code of Procedure to remove the unwanted guest. The owner cannot just change the locks.
In these cases, the landlord should give reasonable notice to vacate the property. After this time, if the tenant has not left, they will be regarded as a trespasser and the landlord can legitimately change the locks.
