Yes. The first step to installing a permanent foundation is to obtain a permit from the agency with jurisdiction over your manufactured home. If the property is located in a state-approved manufactured home park, that agency is the California Department of Housing and Community Development (HCD).
A recorded Notice of Installation aka 433A is the recognized California stamp of approval for a permanent foundation. Beyond proof of a permanent foundation, the 433A is also a title conversion document, verifying that the home and land are conjoined as real property.
Permanent foundations must be con- structed of durable materials; i.e. concrete, mortared masonry, or treated wood - and be site-built. It shall have attachment points to an- chor and stabilize the manufactured home to transfer all loads, herein defined, to the under- lying soil or rock.
A licensed professional engineers seal and signature (certification) is required to indicate compliance with the Foundation Guide.
Because a manufactured home may be mobile, FHA and VA have set standards for the structures foundation. Therefore, we require that a structural engineer perform a foundation inspection. Basically, it verifies the homes foundation is structurally sound and is properly attaching the home with the ground.
So must the seller share a copy of the inspection report? No. But they must disclose all knowledge of the condition of the property. Property Code 5.008 requires that the notice be completed to the best of the sellers belief and knowledge as of the date the notice signed by the seller.
