Word has useful image-editing tools you can view by right-clicking your TIF and selecting Format Picture to open the Format Picture window. This window contains multiple buttons you can click to change the images appearance.
What Bob Roach said was right on target but a bit ambiguous. The index image mode is a method for producing 8-bit, 256-color files. To get out of Index Mode, (you may be in this because you pasted a gif in that mode into the picture) click on the Image tab in the menu bar, click on Mode, then cligk on rgb et voila.
The RGB color-value is much larger, compared to the index used by an indexed color image. An RGB value contains 24 bits; an RGBA value contains 32 bits. The main advantage of true color images is the availability of an unlimited amount of colors.

Indexed images are images where the pixels do not represent color values, but rather an index (usually 8-bit) into a separate color table, the ColorMap. ColorMap is required for an Indexed image.
All you have to do to convert an Index image to Layer or Background in Photoshop is to select it, then go to Image Mode and select RGB Color. Thats it! Youll see that the Index image changed into a Layer or Background, depending on the image extension.
Indexed Color mode. Uses up to 256 colors. Indexed-color images are 8‑bit images. When converting into indexed color, Photoshop Elements builds a color lookup table (CLUT), which stores and indexes the colors in the image.

To correct this, choose the layer, then head to Image Mode. If you find Indexed Color selected, unchecking it and selecting RGB or another color mode will unlock the layer, renaming it Background with a Lock.
