Renumbering Existing Footnotes Make sure that Track Changes is not in use. Go to Insert Footnote. Confirm that the Footnote option is selected. From the Number choices select Continuous. Confirm that Apply changes to specifies Whole document. Be sure to click Apply rather than Insert to close the dialog window.
Remove or change a footnote or endnote separator The Footnotes pane appears at the bottom of your document. You can edit the color or style of the separator by choosing options on the Home tab, or, to delete the separators, click Footnote Separator in the Footnotes list, and then select and delete the separator line.
Use the Footnotes pull-down menu and select Footnotes Separator. Then Right Click on the bar and choose Paragraph from the contextual menu that displays. Check/adjust the Spacing Before and After settings for the Footnote Separator in this dialog where I have highlighted.
To change an endnote to a footnote, Control + Click the endnote text and click Convert to Footnote. To convert a group of footnotes or endnotes, select them before you Control + Click.

Word automatically formats footnotes in the Footnote Text style, which defaults to 10 pt. You need to modify that style. Press Ctrl+Shift+S to open the Apply Styles dialog. Type Footnote Text in the box and click the Modify button.

Under Format, select the numbering options that you want, and then click Insert. Word inserts the note number and puts the cursor next to the note number in the footnote or endnote.
Choose Format Styles and Formatting Click the Character Styles tab. Select Footnote Characters in the list, right-click it, and choose Modify. The Character Styles window will open allowing you to change the properties of your footnote numbers. This includes changing the font, font effects, position, and background.
At the bottom of a page, right-click the footnote text area, click Note Options, and then click Convert. Finally, click Convert all footnotes to endnotes. To convert one footnote to an endnote: At the bottom of the page, right-click the text of a footnote, and then click Convert to Endnote.
