FAR Part 15.404-1(d)(2) states that cost realism analysis shall be performed on cost-reimbursement contracts to determine the probable cost.

(2) Bilateral modifications: Those established by mutual agreement and signed by both the contractor and contracting officer. All changes under commercial-item contracts must be bilateral.

FAR 52.243-6 Change Order Accounting. The clause may be included in solicitations and contracts for construction if deemed appropriate by the contracting officer. The Contracting Officer may require change order accounting whenever the estimated cost of a change or series of related changes exceeds $100,000.
(1) Include the contracting officers telephone number and, when available, e- mail/Internet address on contracts and modifications. (2) The contracting officer may sign bilateral modifications of a letter contract before signature by the contractor.
